* Move observables to ui-react-rx

* Move observables into ApiObservable

* Allow AddressSummary to render passed-in balance(s)

* Render Balance consistently in summaries

* Style Mini balance

* Use ApiObservable via HOC

* Nominee balances expanded

* Render nominators for account

* Add full balance when intending
